While North Las Vegas is prohibited from declaring bankruptcy, city leaders declared a state of fiscal emergency under a state law that focuses on natural disasters and other unforeseen circumstances.
The biggest issue for the city, according to Mayor Shari Buck, is salaries, compensation and benefits. Declaring the emergency has allowed the city to freeze all scheduled salary hikes and overtime opportunities owed city workers under collective bargaining contracts.
Since the declaration was made, a Las Vegas lawyer helped the North Las Vegas Police Supervisors Association file a lawsuit challenging the emergency declaration. The president of the association claims the city does not believe in supporting unions.
